LAND RECORDS SPECIALIST, Grade 61 - Wilkes County Tax Department. Job Description: Responsible for researching deeds, plats, and other records to determine property ownership changes, processing property changes and computer data entry to update or create property records in databases. Work includes plotting parcels from deed descriptions, recorded plats and survey maps; assigning parcel identification numbers, updating property descriptions and dimensions and generating cadastral maps. The employee is also responsible for maintaining maps, files and records, and for assisting the general public and other County Employees with inquiries on property changes, copies of maps and other related documents. Judgment and initiative must be exercised within established guidelines. The job requires considerable public contact and requires tact and courtesy. Job Requirements: The job requires knowledge of title search procedures and the ability to make searches using deed references, legal descriptions, maps and a variety of other complex records. It is necessary to have knowledge of modern office procedures and related office information technology equipment, software, and peripherals used in land record systems. A working knowledge of the procedures, laws, maps, forms and records used in real estate transfers and their relationship to tax functions is needed. The applicant must be familiar with the geographical areas and subdivisions of the County. Strong communication skills, both oral and written, are required along with the ability to deal tactfully and courteously with the public and other County Employees. Desirable Education and Experience: Graduation from High School supplemented by business courses and administrative experience in an automated customer service environment, preferably including experience with GIS or other databases; or equivalent combination of education and experience. This employee has two years to complete the requirements for certification by the N.C. Mapping Association. Hiring rate is $27,189. Applications will be accepted through 02/27/2020.
